Welcome to the Building Division
The building counter is open Monday through Thursday from 8 am to 5 pm.
- The counter is closed every third Thursday of the month
Building Permit Information
- The Building Division only accepts plans in an electronic format.
- Upon receipt of a complete set of construction documents, plan review will be approximately 30 calendar days for each review cycle.
The following types of permits must utilize the portal:
- Residential MEP Trade
- Residential Re-Roof
- Residential Water Heater
- Residential HVAC Mechanical
- Residential Pre-Approved ADU
- Commercial and Residential Solar / PV
- Commercial Sign
All other types of permits must bring their application to the front counter or email their application to Building Permits (buildingpermits@escondido.gov). If your application is complete and accepted, you will be given a link to upload and submit your plans electronically.

Expirations & Extensions Information
Plan Check
- Valid for 1 year after submission
- 90-day extension with written approval
Permit
- Valid for 1 year after issuance and extended 180 days after inspection
- 180-day extension with written approval
Extensions may be granted after a written request is submitted and approved by staff and/or the building official. The request must include the following information: site address, permit number, reason for the additional time needed, and a signature.
- *Due to the new California Building Code update effective January 1, 2026, plan check extensions will NOT be provided on any applications submitted prior to that date.
Building Inspection Information
- The City has moved to a fully online system for scheduling and tracking building inspections. This means inspections will no longer be scheduled through our website or by phone; everything will be done through the City Portal.
